Could you explain what skills it is that a sandwich maker needs, a road sweep needs, perhaps a cleaner, a waitress, a van driver, a gardener, .... These do not need some bit of paper that says you can do it, I would think supervision for a few hours in most cases. -

This goes off on a whole other tack, but we should not be writing off our own, we should be training them and placing them in work. Possibly by subsidising employers or possibly making foreign imports far more expensive.Originally posted by Old GregDitto my last post.
Employers are taking the piss by paying below standard wages so that locals can't take the job and then employing cheap foreignors.
It is not always the unskilled either.
A mate is a local mechanic recently made redundant (dont go that route) replaced with a Pole.
Other lads have left because Poles have reset all diagnostic machines so they cant read em.
Some of these guys are unemployed, not unemployable.I am not qualified to give the above advice!

'Member of the underclass' with poor numeracy, literacy, motivation - patchy work record (will they turn up on time or at all? Employer has orders to fulfill. What will it do for morale to have people not pulling their wait etc.?). With subsidy.
I happen to think the answer is the first. I'm not writng off the 'member of the underclass' - I want to help them. And they need skills (and maybe that will get them used to the routine of turning up on time every day and get some motivation.)
Now take the Pole out of the equation (let's say they weren't allowed into the country). I think the employer still will not want the second option. They'll just have an unfilled vacancy.Comment

Did it ever occur, that we should penalise the dole sitters when a suitable job comes along and they don't even bother to apply, or in the gov't opinion make a suitable effort to obtain the job?

Unfortunately all unemployed are thus labelled, there may well be a proportion of these people who could not be trusted to do a worthwhile job. With a bit of encouragement I believe a large proportion would do it.
