Gaza belonged to Israel by virtue of capturing it when Egypt invaded just like Judea and Samaria from the Jordanians.

Israel offered it to Gazans in exchange for peace the Gazan's (Government,Terrorists , UN employees and individual citizens) then invaded them.

They therefore lost Gaza to Israel. Legally Israel can do what they want with the land, Israel gained it legally.

The population may be more problematic. Moving them might seem to be ethnic cleansing but that is quite common round there - how many Jews are in Muslim states?

Sadly Gaza has been breeding and training terrorists for years.

Egypt was complicit, Saudi is afraid they Iran is the puppet master. Oddly no-one wanted Gazan refugees.
