                As a temporary measure. Which they've always been able to do. In any case, when Britain was part of the EU there were passport controls and freedom of movement wasn't threatened at all.

                Schengen isn't just EU, and isn't part of freedom of movement. You have the right documents, then on your way, thank you sir.
