Because they are already employed as MPs and there daily rate is for services are for matters within their employment as an MP. If I had a paid weekend/evening sideline helping people with their computer problems, separate to my full time job as an IT expert (say), would that extra work be subject to IR35 because I'm also employed to do something similar by a completely different entity? FTAOD, I'm against MPs having any income from any other source unless it was something that existed before they became an MP and that income isn't affected by or conditional on their position as an MP; if they need more money they should choose a different occupation.
