From a public health perspective, if one dose gives exactly half the efficacy of a double dose, then there's nothing in it. All evidence suggests that a single dose gives much more than half the efficacy of two so, again from a public health perspective, its a no brainer.
If other countries are supply-constrained, rather than delivery process constrained, then they should really be doing what we are doing, to get the maximum possible public health benefit in the shortest amount of time.Comment

They have effectively fully protected 1.7% of their population the UK has protected 18% at least partially.
