Pretty basic to understand why panic buying occurs. It's just the same principle as a run on the banks. Your typical panic-buyer is not a far-right Brexiteer but a mum worried about her kids. She hears people are rushing to the stores and wants to make sure she doesn't get caught out, and so perpetuates the cycle. Since last time shops did run out of things for several weeks, it is reasonable to make sure you have things.
