HMRC don't agree and are busy gathering you details so I wouldn't count your chickens if I were you.

For now, HMRC are looking at these with interest and asking for details of those deemed outside. The writing is on the wall, they will cajole, harass and bully until they get the result they want, everyone on JSA.

If that were actually the case they'd just make dividends taxable the same as salary. They haven't.

More work for the agencies, I suspect a few of them will be setting up their own brolly companies and steering contractors towards them. Assuming this isn't already happening.

There won't be enough contractors left to make it worth their while. Who's going to stay in the game for half the rate and none of the benefits?
