If that were actually the case they'd just make dividends taxable the same as salary. They haven't.

They can't do that because that would effect all shareholders including those who aren't contractors which would be very unpopular. They only want to screw contractors over, not get everyone else up in arms.

The rate is pretty close already - just below or more if you factor corp tax.

HMRC can gather all they like. Any liability is clearly the clients so not my concern.
