It doesn't state that it will implement Taylor in full there is some get out there - if necessary (but you are right to say that it will be implemented). The question really is what will be implemented at the same time and I do expect IR35 to be implemented across the private sector as part of the change...merely at clientco for the entertainment -

Ultimately, in a few years time, you'll see the complete abolishment of one man/one client at a time LTD's and every contractor, private or public sector client, will be 'on the payroll' in terms of taxation. Yes, seems likely. Made even more likely by 90%+ of commentators saying that it's going to happen, i.e. it won't be a surprise. It depends what they do with a statutory definition of self-employment though. Having read the manifesto, I thought it was coming, it was hinted at but it never materialised in the previous pages.
