It doesn't state that it will implement Taylor in full there is some get out there - if necessary (but you are right to say that it will be implemented). The question really is what will be implemented at the same time and I do expect IR35 to be implemented across the private sector as part of the change...

They explicitly mention coding . Anyway, I think it's sufficiently vague. It all comes down to what they consider to be a freelancer or a business.

Correct. Ultimately, in a few years time, you'll see the complete abolishment of one man/one client at a time LTD's and every contractor, private or public sector client, will be 'on the payroll' in terms of taxation. The 'party of small business' will see to that.

I was hoping to eek out a living doing this for another 5 years. I think even that is optimistic now....

Yes, seems likely. Made even more likely by 90%+ of commentators saying that it's going to happen, i.e. it won't be a surprise. It depends what they do with a statutory definition of self-employment though. If they implement one, it won't be a roll out of the IR35 PS rules per se, but clients determining whether the statutory definition applies (though could take a phased approach though).

Then they find they can't get the specialist staff including IT staff to go to live in Newcastle or where ever, and also struggle to get contractors.

No longer a problem though, is it. When they live in Mumbai, Newcastle doesn't seem that bad.

Plus moving jobs and investment out to the regions that really need it, reducing somewhat pressure on housing and services in London. A good thing, if it happens.
