        I think it's more to do with (ideas of) hygiene. Every sauna I've visited provides towels for you to use.

        Daftest thing I saw was in an Austrian mixed nude sauna where some women (I think they were Dutch), wrapped towels around their swimming costumes, so people would not know they weren't nude.

        On a different note, I remember visiting a Greek restaurant in Germany with some American friends. I noticed their son was going rather red in the face - he'd spotted a statue with bare breasts.

                    We were perturbed by the "speedo only" rule for men in Finland. No shorts allowed. Ugh.
