She used that phrase in the same speech at Tory conference that she ruled out ECJ/EFTA jurisdiction (since they use the same case law), among other things. You know, shortly before Sterling tanked . All she's doing is keeping maximum flexibility to negotiate, having seen how ham face completely failed with the opposite strategy. All negotiation starts with have cake and eat it. The phrase "operate within" is simply a nod to a passporting/equivalence regime for financial services.Comment

...and will simply implement something similar to the EFTA instead. It's fairly easy to the pull the wool over people's eyes with a few cheap tricks, particularly Tory Eurosceptic delegates, they're not the brightest.
You need to listen carefully to May and other government ministers denying we're leaving the customs union. Of course they will partially leave so hundreds of thousands of fishing boats can fish to their hearts content on a handkerchief of sea off Morecambe bay

May also turned down flatly the points system. The idea there is some brilliant alternative is laughable. She turned it down because she knows she'll be offering "rubber stamped" work visas pretty much on demand
