        So this isn't about paying people to travel to work as the thread title appears to shout and because we are leaving the EU we won't be able to get it

        It's about getting some form of recompense for those people who have no fixed office and have to travel between appointments and only get paid for time on those appoint meets.

        That makes sense of course.

        But not quite what the title implies no?

              interesting if as a contractor you have a registered office in London but work in Manchester can you claim expenses from your employer > 2 years or if IR35 caught?
