The only legal opinion that counts is the one taken immediately after the vote by the Governments own lawyers, and that is no act or equivalent is required, so no vote in the Lords will ever happen. The PM has only to ask the Foreign office to issue the A50 notice (note that this is the reason why DC stood down as he felt he couldn't ask).
