Semantics. In the case of the EU Referendum, had either side won by just 1 vote then that would have constituted victory. I think reality is playing with the minds of the generation brought up to expect to get everything that they want (like a new car at 17, house deposit, all insurances and college fees - all paid for by mum and dad).

1. I voted in the best interest of the country as I saw it.
2. The country voted the other way, weakening the economy at least in the short-term.
