Ok so not an answer to your original question but what about bringing in a developer as a partner. If the idea has legs you may get the work for free until it takes off.

that's the kind of thing I am looking for...... I've had bad experience with further afield than eastern Europe but some very good experiences with Lithuanian/Polish/Croatian outsourcing.

I can tell you straight off that I (or my friend) can't afford you! No need for me to give you any quotes. If the prototype succeeded then there is no doubt he would need a full-time IOS dev. It's very difficult to get funding without establishing a POC and the guy has a very very limited budget - which is why I am using my day off to help him for free. I can see it might go somewhere so thought I'd help him out and oversee the delivery of the POC as well as get my hands dirty where I can.

You can't say nobody in the UK would do it for what you want to pay. You do find cheap natives in the freelance market, often those doing it on the side of their studies or whatever, who are actually skilled. For a POC especially, you presumably just need someone to hack it together anyway.

I can't recall if any of the people I worked with do iOS dev or not, if anyone springs to mind I'll let you know.

And the longer you delay partnering, the less equity you will need to hand over.

Just an update for you guys....

I went British in the end. Managed to find a Junior developer already in full-time work. Somebody I actually already know!

We agreed a reasonable rate considering his level of experience but it's all we need. It actually is a lot better value than going Eastern European and will save a lot of headache...

I will be doing all the plumbing (database, procedures, WCF services, web apps) with the developer just having to deal with the JSON WCF service for IOS/Android development - making all of our lives easier.

I actually managed to find a second guy but I need another project to work on. I'm thinking of adopting this model for several plan Bs I have in the pipeline.

It's a small POC project which won't take more than 20 hours dev time and we are working on it in the weekend. He already checked and this won't be an issue since the fields are totally unrelated (in fact one public sector and one private sector)

It's unlikely to be the case. Certainly not if challenged in the court.

As the OP said you can normally get permission formally from your employer, many have a clause in the contract that you can disclose your personal work to make sure it is known to be your IP.

if you have a written agreement it won't then fine. If not its the employers, now they may not choose to pursue it but they may and any investor will need proof you own your own IP.
