I got similar but I can't really do anything about it, someone (I'm yet to catch them), parks there car outside my house for up to 3 weeks at time and it doesn't move it, it makes it hard for me to get in and out of my drive. I'm just on the edge of parking permit zone and people come into the road I'm on park up and either walk to the station to travel into London or go to Heathrow airport. Is there anyway to look up who own's a car by the reg plate ?

If it's causing an obstruction you can report it to the police.
You can also check whether it is taxed on line as well. You just need the make and registration. If it turns out it's not you can report it and the plod will happily tow it away.
They could probably do with the additional income.
Put one of the windows in on the sly. Any local scroats will see that as an invitation to nick it as there is clearly no-one keeping an eye on it. If they dont it will put the owner off anyway, especially if it rains a lot in the mean time...
