Dunno. Depends how you define Muslim.

Some argue that ISIS are true to the purest form of Islam and are living out things in the way of Mohammed and his contemporaries.

Anyway, even if we say the terrorists and extremists and the Islamic states with no semblance of democracy are not truly about Islam, how does it help? Calling a huge problem by another name doesn't make it go away.
