A mixture of both but erring more on the side of the client not being prepared to pay market rates. I'm no economist but if you flood the market with cheaper people why would anyone want to pay more than they have to.

This links in nicely with the other thread about bench time... in theory if there were such skills shortages, there should be very little bench time experienced by any of us.

Over the last decade I've seen a lot more women joining the ranks of the tech industry. Sure, it's still male dominated but it is increasing.
