    With every recent increase in the personal allowance, I'm pretty sure the higher rate threshold has been decreased.

      this just at the £60k cut off.

      I would suggest council & Social housing cut off should be at > average wage or at least commercial rent + 20% charged. Or where the household income goes above average. So 3 adults in the house earning £30k they pay 120% of commercial rent.

      DCLG says the average tenant renting from a social landlord in England is being subsidised by the taxpayer to the tune of £3,600 a year.
