You can try to second guess the agent all day but you will never be sure and if you were it probably would not change anything.

Do you accept the offer? If not, tell them and see what happens.

It does matter to me because I do not like to be deceived. I don't like an agent pretending to be on my side but is in fact pushing down my salary expectation for selfish reasons. Who was the agent to be pushing down what salary I'd want after telling me it was £45-50k? A casual chat with agent should not constitute accepting or rejecting a formal offer from end client.

It could be that the client is clipping the rate due to budget constraints. It's a two way negotiation. If the has 50k and can get away with spending 40k would it not be sensible to try it? I think you are being a bit blinkered here....

Following that logic, I guess people like you will always fall for the line "oh they have budget constraints so can only offer you £x", which means you will always get paid less and less. I've heard the budget constraints line in good and bad economic times, it's a standard line of bs to keep you down.

You don't fall for it, you expect it and then bat it off with a well prepared response without crying to a bunch of strangers who it doesn't even effect. It's called business.

Or people, also like me, that are responsible for multi-million pound cost analyses so that if I get them wrong the client loses money?

No, it involves saying I want more money and they agree to it. If you're just cannon fodder then they probably will walk away. If you're not, they won't.
