You're going to need to build your contacts before getting really short contracts.
From previous experience, short-term work is almost impossible to obtain other than in places where one already has an established reputation. Particularly for PM roles, the PM is usually expected to be around for the whole life-cycle and track record is essential.
Pehaps consider aspects of PM skills that could be applied to short assignments.
