      Not always true. Some sites require onsite (without phone, laptop etc) and others completely WFH (and for contractors). Clearly cannot name but v. large consultancy for v. large defence.

        No. Any organisation, public or private, that handles classified information on behalf of government may be required to ensure that all it's staff / contractors are subject to appropriate security clearance.

        This happens primarily in the defense sector, but in lots of other areas as well.

                      True, the consequences (from a distance) are going to be highly entertaining to watch - what surprises me is how well they have tied down the escape clauses (the CL1 guidance is explicitly clear, agents have been removed from the other routes in).
