      Neither your DOB nor your NI number counts as sensitive data btw. Data Protection Act 1998

        The agency shouldnt be witholding payment until you provide this. Id be more than surprised if there's anything in the OP's contract that allows them to do this mid contract and especially after they've made several payments.

        If you refuse to provide the info all the agency has to do is inform hmrc that you have refused to comply.

            Exactly. What I would do now, having ascertained the agency need this information, is tell them that they won't get that information until the invoices are paid, since they have absolutely no right whatsoever to withhold payment for this reason. Further, if the money isn't in my business account with (e.g.) 5 days, then I won't be turning up to client site, and will inform the client of the reason.
