The agency shouldnt be witholding payment until you provide this. Id be more than surprised if there's anything in the OP's contract that allows them to do this mid contract and especially after they've made several payments.
If you refuse to provide the info all the agency has to do is inform hmrc that you have refused to comply.I couldn't give two fornicators! Yes, really!

Exactly. What I would do now, having ascertained the agency need this information, is tell them that they won't get that information until the invoices are paid, since they have absolutely no right whatsoever to withhold payment for this reason.
