The two statements are not mutually exclusive. Boris spending money to prepare has an element of future tense in it - that he's starting the process. "...no one is prepared" refers to the current situation. How things are now. The question is whether Boris' preparations will be in any way effective . Boris can continue to spend money like water for the next 3 months, but that's no guarantee whatsoever that anyone will be prepared on exit day.
tl;dr Even with Boris' spending, come 31st October it might still be true that no-one is prepared.
