I campletely agree with OnYourBikeGB above.
As I have said many times, when it's all said and done, this Finance Bill 2014 will be remembered as a huge "WTF were they thinking?!" episode, and a colossal waste of taxpayer's money (to wage war on taxpayers)
We hear that more than one at HMRC dreads the advent of APNs, and as a matter of fact, they themselves made a strong point in their response to the ConDoc, putting forward their sheer inability to cope with the volume (it is safe to say that it was ignored like everyone else's response).
The impression that one gets is truly that of an autistic Minister hell bent of getting his legislation implemented (through lies and deception if need be) without listening to any rational argument from outside his bubble, and without any counterpower to rein him in. Eerie.
