So, Only PCG will use them? I'm confused, what is the point of them then if they are only internal assessment? This is being being done completely separate to HMRC?

So this is being blown out of proportion by whom? PCG for putting it together? It isn't clear of the purpose or the impact... if it's nothing to do with IR35 and wont be used as a measure, why associate it to IR35?

Why this is being done is fully explained on the PCG fora. I'm not discussing that here, for obvious reasons

To be fair, Kate has access to a lot more information than we do on here. There are many threads to the IR35 Forum, these in-business tests are only a small part of the overall picture - although clearly they are the element that most closely impacts us - so our reactions may well be thought to be disproportionate.

IR35 isn't changing and the rules about controlling person's remuneration have been in place along time. The PA case doesn't really apply to the average small business either, although no doubt HMRC want it to. As for interims, they've claimed they're a special case for a long time now, with no evidence to prove it. Now they're discovering they are actually prime IR35 targets.
