The odd thing is that he came back. I'd be inclined to call HMRC and ask for him personally. Obvs you must have Googled his name already. It would be great for you to catch him and tell him to smile for the CCTV so that you can plaster his face on social media and local Facebook groups etc.

These days I really doubt HMRC has the budget and resources to personally visit people's houses. Exceptions would be where they know they are owed loads £ in tax... happened to my father in law 20+ years ago but he had screwed up his accounts and owed ~£30k, so HMRC came to see how 'lovely' his house was and that he could afford the tax bill.

HMRC are very unlikely to turn up at a residential address unless they are raiding it. Then they would have a warrant etc and most likely be accompanied by the rozzers.
However, in retail and hospitality, they like to visit when it is busy and announce who they are and why they are there making sure that quite a few people can hear them.

Yes, one time I happened to be stood waiting to be served in a cafe. Two officers came in, spoke to the manager and said they wanted to talk to him about staff payments. There were two of them and they had ID around their necks. It was obvious they were who they said they were. With one random bloke turning up unannounced at my door I'd be extremely suspicious.
