How would one go about getting recognised SC Clearance as some roles tend to say 'SC Clearance Required'?

I was refused DV in July of last year for a job, which I then was obviously not able to take. I then found another job which now needs a SC - I didn't actually know this would be required until the second day I started.

Also, once a transfer request has been refused once, can you ever look for a DV cleared role again? Is there a set amount of time you might wait before applying for another role....
