Got to say it played out exactly how I expected.
We won (to a limited extent) the battle that we were fighting here and the Government didn't removed expenses from outside IR35 contracts (but they did tighten the rules for inside contracts).
And then they changed the playing field by badly introducing Chapter 10 of IR35 which moved the costs and the blame to end clients who don't trust their middle management for good reason...

Same reason most people running a Ltd pay their accountants that amount each month.
