    have you tried adding a personal, or just smaller, license to your tenant?
    I don't know for sure as I use an Enterprise license. With that I can buy an E1 for example that gives me all the online services, but no desktop license.
    Or an F3 license will give you online only with no apps.
    Depends what you want.

    It is possible to convert a business basic to enterprise but that required Microsoft to do it (well it did in 2013).
    So why not log a ticket with them?
