Keep it simple. This will work (not well but never mind).
Open the photos folder and get Windows to scroll through all of them as a slide show. Then prop your phone up in front of the monitor and film it.
For added anniversary enjoyment, put some music on in the background.

To me this sounds like a client using terminology to make a specification, when it's not the best way to do it.

so i'm trawling through 10 years worth of pictures which i'm gonna pick out a few and put into a chronological order, would like to feed them into a bit of software that sticks on some nice transitions, and i'll overlay a a music score to go along with it, then just save as a .mp4 file that i'll upload to youtube and send to her,
that can be her gift, might cost me time but not a lot of ££
