The tendency by some, often outsiders, to claim offence when no offence was intended simple raises resentment against a group as a whole.
Many things have obvious risks attached to them, being photographed holding the Sun is one of them.

Not exactly a great fan of David Milliband but should a quite innocent action, supporting the British efforts in the world cup, be seen as an attack on Liverpool? What is he supposed to do, consult advisors on every single thing he does in case somebody, somewhere, might be offended? Some even seem to dismissing his apology.
