IR35 does NOT state that working for one company alone isn't allowed. This is how the vast majority of contractors work.

these top civil servants are not disguised employees, which was was IR35 was all about,
they are de facto employees.
they wont finish their gig at the ministry this summer then move onto another gig at a call centre a week later
