It would put the Queen into the difficult position of having to stop him, but I think she can if she has to, I'll need to check.
UPDATE: The Queen does have the power to dismiss the Prime Minister. She also has the power to refuse a further dissolution of Parliament and let them dismiss him/her which is her more likely course of action in the event of a rogue Prime Minister.
But there is no need to go over the top at this stage, Gordon Brown is actually doing things by the book by sitting tight at the moment.
