    Interesting question.

    I think he can and what is worse he could keep doing it.

    It would put the Queen into the difficult position of having to stop him, but I think she can if she has to, I'll need to check.

    UPDATE: The Queen does have the power to dismiss the Prime Minister. She also has the power to refuse a further dissolution of Parliament and let them dismiss him/her which is her more likely course of action in the event of a rogue Prime Minister.

    But there is no need to go over the top at this stage, Gordon Brown is actually doing things by the book by sitting tight at the moment.

    ConDem would spell the end of any chance for electoral reform, and the Liberals would never forgive Clegg for getting so little in return.

    Rainbow alliance to bring in a referendum for electoral reform in the next six months, followed by a swift election afterwards under the conditions supported by the referendum. Cameron's pledge for a committee is worthless - he will have called a new election under the new boundary changes and won a mandate under FPTP long before the committee reports. And do we really need a committee to tell us that FPTP is not the best system?

    The other route is where Brown loses a vote of confidence by the House. Legally, that is definitive curtains.

    There are some projects that have the word folly written all over them at the outset and this would be one of them.

    Will the Liberals be mindful that their intransigence cost them a chance of power in 1974 and it has taken a long time to get the chance again?

    If the Liberal / Conservative talks do not work out then Gordon can have a go at trying to form a government. Noone can make him resign until Parliament reconvenes.

    It is all getting a bit tedious now.
