I oversaw a SAP implementation in Grimsby. The project members stayed in Cleethorpes. They said it wasn't too bad, and the cost of living was low, so with their per diem, they were raking it in, and they had decent digs and cars for the project duration. The only really issue was it took so long to get there. So I remained in Basel.

I suspect it's more down to the demise of jobs and the old employers - whether in tourism or the fishing industry. But if you're retiring it seems quite a good choice given the prices, unless you want a sea warm enough to swim in ! Took a potter around this weekend. Wasn't nearly as bad as I was expecting. Houses everywhere seemed in very good nick (excellent prices too), streets were far cleaner and attractive than London, and the sea-front wasn't packed with chavi-gans.
