    The UK does not SELL fishing licences it issues them with the understanding the fishermen will fish sustainably. The recipients may sell them to a suitable buyer who obeys the rules.

    The French do not like the UK not issuing licences when they can't fill in the form properly.

    The many EU buyers & recipients seem unable to obey the stockholding rules.
