I've worked with people with less than 5 years in the UK who have SC.
If the applicant isn't likely to get it then the sponsor company aren't going to spend the money.

It rather depends where they were and what they were doing before they came to the UK though, doesn't it. SC is only a few hundred pounds to process, so that's not really a factor.

You should have a security officer or contact in their HR that should be handling your application. They are the best people to ask.
