This has been my experience too (large UK asset manager). Our dev team is mostly Eastern European. Better than what you get from the big Indian consultancies but very opinionated.
My point though is most of the work we give them can now be done by AI coding agents. I built an application...

Yes. The days of offshoring generic and commoditized IT skills on a per head basis are coming to an end. These guys were happy to arbitrage the cost of onshore contractors, now they are being cooked by AI. Lots of layoffs happening across India.
