Normally 6 to 8 weeks, but some will still get through as the regulations don't apply to off-shore cold callers, many of whom seem to be calling from the US.
Trying to renew my MSDN Universal subscription - gave up on the MS website, phoned up and ended up in Bangalore, five minutes of repeating and explaining what I wanted (their sole aim being to find out my first name and using it in every sentence without actually helping me), and then got through to a little tinker in Eire who said they were busy and will call back in 5 minutes. That was an hour ago.
Why bother... I'll probably "borrow" clients' disks from now on...
