Note that relevant outgoing links can be indirectly useful if they're on slightly obscure (but relevant) topics and linked using appropriate text - people find your site when looking for the thing you link to, and then blog about finding what they were looking for via your site, thereby generating more incoming links A small thing, but it all helps in the long term.

It also doesn't hurt to subscribe to your own RSS feeds in your My Google/My Yahoo/My MSN pages as well so when you do publish something new the big guys know about it straight away - I've even heard that doing this has been known to get new sites indexed within 24-48 hours sometimes....apparently
