This is what happens at your clientco. In hindsight, the Dutch government should have let them go bust when they had the chance; they're still on a drip feed from the NL taxpayer and the Fed and it's still an abysmally run company. Old finding supposedly resolved; client telephone numbers are being displayed incorrectly on the user screen, with nine zeros in front of some phone numbers. Bob has solved this by adding code to the GUI to stop displaying the first nine figures of the phone number; has made no changes to the DB field. Apparently in the DB it's a number field with fixed number of positions.
