Right. It's possible that some businesses will defer and offer extensions, but those that have offered an inside SDS will leave those contractors very exposed if the contractor decides to ignore it. It's going to be messy. More importantly, I think it delays the inevitable market shake up, which is rarely a good thing (uncertainty saps confidence).

If you've had an inside SDS, you would be absolutely nuts to stay there and operate outside IMHO.
