Well I do wonder if it will just cause a whole heap of problems where determinations have been made, especially if they are of the "wrong" sort. -

Right. It's possible that some businesses will defer and offer extensions, but those that have offered an inside SDS will leave those contractors very exposed if the contractor decides to ignore it. It's going to be messy.
