    HMRC seem to have gone off the rails.

    They've even been applying those s684 notices to years before s684 became law.

      Having recently chased a whale and come off rather badly, they're now back to persuing minnows.

        That's the retrospective nature of what they believe they can do.
        The whole loan charge fiasco is about retrospectively taxing people based on a newer law and applying it to the past, and they think they now have a precedent in doing it, it's easier to go after individuals than the organisations who ran the schemes, and they can very easily paint the individuals as being tax-dodgers who have no interest in paying their fair share.
