Okay dumb question alert, but why doesn't HMRC go after the owners of these companies?

I look forward to your all knowing and likely sarcastic and unhelpful reply.

The salesmen, accountants and agencies who knowingly push contractors into these schemes for a fat commission should be the easiest targets for fines and sanctions IMO."I can put any old tat in my sig, put quotes around it and attribute to someone of whom I've heard, to make it sound true."

Ok.. Loan charge was made illegal in 2017.
But most of the users were defrauded by AML and Vanquish and SP management and what not.
How contractors are going to recover the money from them?
Any ideas?
Is anyone who is stung by loan charge planning class action like suit against AML etc?
