From the Olympics we surely learned that success is measurably related to financial investment. A sport gets more focus and more resources, and results improve. Football has massive money but it's not primarily invested in developing English players. Yes, but there is more to it than that. The money in English football simply means there's no excuse for 48 years of failing to win anything.
