      Apart from making a pedantic point about accuracy of my comment the reality is that it is very hard now for powers to be returned unless an extreme party (UKIP) is elected to power.

          The difference between Parliament and government is significant.

          It is not at all hard to repatriate powers. A single Act of Parliament is all that it would take.
