    This should be good.
When did I say that? I said it was a simple change to their way of working. That is a change of process, no?

OK. So what do you do with this uncompleted sheets? Currently they are not scanned.
Hint. Currently they are not scanned.

But doing something with them would require a change to the system, which isn't allowed.

Why would it require a change to the system?

Remember, the sheets are automarked and the marks stored in the db against the candidate entry.

              So you scan them?

How do you tell the difference between someone who didn't attend, and someone who didn't answer any questions?

no, but you know which ones to look for on the scanning bureau floor

                  ...

Scan them all - which is a little obvious but..

How do you tell which papers are spoiled from

Which kids did not attend from

Which kids are thick enough to have scored 0

Bear in mind that you want the answer possibly before attendance data has be (mis)keyed

This will be when you get the attendance information.

Remember the problem. We want to differentiate between missing sheets, and absent candidates. This is so when the bureau says they are finished scanning, we instantly know if there are any missing scans.

Ok, a change to the process, ie now the teachers have to collect and send all the exam papers, even if the student didn't attend.
