Flooding In The Somerset Levels
one explanation for the county of Somerset’s name is that, in prehistory, because of winter flooding people restricted their use of the Levels to the summer, leading to a derivation from Sumorsaete, meaning land of the summer people.

but you are wrong about the costs. Oil and gas prices are plumetting in the USA as frakking takes off and the tars sands oil come on stream. There is no reason why it shouldnt happen here

Why don't they put hydro power generators in all the flooded roads and in doorways of flooded houses? Then, the more flooding we had, the less need there would be to burn fossil fuels and increase CO2. An automatic compensation mechanism!bloggoth

BTW, the data is becoming available on the rainfall over the winter in the UK. It was very heavy, but is now said to be a once every ten year event.
